These procedures seem to be out of date from what I think of as Spacesim's INCO. Really, it seems like the job is a mix of EECOM, AUXCOM, CAPCOM, and Logs. Because EECOM takes care of all pressure changes in the vessel, EVA cabin-pressure management should be left to EECOM. Because the CAPCOM radio is plugged into the wall near the radio, CAPCOM should take care of the radio (this may necessitate having someone else control the video...). I think that INCO should be in charge of AUXCOM and Logs, and be the primary advisor to Flight on all matters procedural.
